Worcester School Committee to Consider Petition Limiting Flags Displayed in Schools

WORCESTER, MA — The Worcester School Committee is scheduled to consider a public petition Sept. 3 asking the district to restrict the display of flags on school property to a specific group of governmental and military-related flags.

The petition, submitted by Michael Douglas, asks the School Committee to establish a formal district policy governing flags displayed on school grounds and inside municipally controlled public school buildings. Meeting documents show the proposal is currently a petition and has not been approved as district policy.

Under the proposal, permanent flag displays on school property would be limited to:

  • The United States flag
  • The Massachusetts state flag
  • The City of Worcester flag
  • The National League of Families POW/MIA flag

The petition includes exceptions for flags or banners temporarily used for classroom instruction, official school sports and spirit flags, and recognized U.S. military branch flags.

The petition states that its purpose is to establish “symbolic uniformity,” reduce community division and keep public school property focused on what it describes as core civic symbols and educational neutrality. Those reasons are the petitioner’s stated rationale and are not findings made by the School Committee or Worcester Public Schools.

The agenda recommends referring the petition to the School Committee’s Operations and Governance Committee, meaning the full School Committee is not currently scheduled to give final approval to the proposed policy at the Sept. 3 meeting.

If referred, the Operations and Governance Committee could review the proposal before making a recommendation or taking other action allowed under the School Committee’s process. The agenda does not specify when that review would occur or whether the proposal would return to the full committee for a vote.



The petition does not identify particular existing flags that prompted the request, and the meeting materials reviewed by What’s Up Worcester do not include a response from Worcester Public Schools regarding the proposed restrictions.

The issue appears on an agenda that also includes a separate proposal asking the School Committee to establish annual recognition of June and September as Pride Months. That item is listed separately under general business and carries a recommendation to approve and file.

The Sept. 3 School Committee meeting will be held at Worcester City Hall in the Esther Howland Chamber. Executive session begins at 5 p.m., followed by open session at 6 p.m. The district is also providing a virtual attendance option.

Members of the public may comment on items before the School Committee for up to two minutes, either in person or remotely, according to the meeting agenda. Speakers are required to provide their name, residence and the item they wish to address.
