WCAC Names Giselle Rivera-Flores as New Chief External Affairs Officer

By Jerry Filmore
WORCESTER, MA — Worcester Community Action Council has named Giselle Rivera-Flores as its new Chief External Affairs Officer, creating a new executive role tied to the organization’s work in community engagement, advocacy, external communications, and economic mobility across Worcester County.
The Worcester-based nonprofit announced the hire in a June 22 press release. In the new role, Rivera-Flores will lead WCAC’s external positioning, community engagement strategy, legislative advocacy, and regional thought leadership, while reporting directly to President and CEO Marybeth Campbell.

For Worcester-area residents, WCAC’s leadership structure matters because the organization provides services connected to poverty reduction, economic opportunity, heating assistance, energy conservation, job and education support, family support, and early education. The agency serves Worcester County and has operated for more than 50 years, according to WCAC.
According to WCAC, the new Chief External Affairs Officer position reflects the organization’s effort to strengthen its regional role in economic mobility and community-driven policy work. Rivera-Flores will oversee external communications, community partnerships, research, and advocacy initiatives. WCAC also said the role will include work to amplify constituent voices in decision-making spaces.
“We are excited to add Giselle to our team at WCAC,” Campbell said in the release. “Her wealth of experience and, most importantly, her connection to the Central Massachusetts community will add immense value, strength, and voice to our work.”
Rivera-Flores said her first priority will be to listen and understand the organization from within.
“WCAC has built a real connection in this community with trusted relationships, deep roots, and a track record that most organizations spend decades trying to earn,” Rivera-Flores said in the release. “What drew me to this role is the organization’s bold vision for the future and its commitment to backing that vision with action.”
Rivera-Flores brings more than 15 years of communications experience to the position, according to WCAC. She previously served as Director of Communications for Senator Robyn Kennedy and holds a master’s degree in organizational psychology.
WCAC describes itself as a nonprofit community action agency serving Worcester County. The organization says its work focuses on reducing poverty and expanding economic opportunity through direct services, advocacy, and community engagement.
