Five Years Into Green Worcester Plan, City Reports Progress on Waste, Trees, Flooding and Home Energy

WORCESTER, MA — From new trash and recycling bins on city streets to efforts aimed at reducing flooding and helping households lower energy use, Worcester is marking five years of its long-term sustainability plan with a report detailing what changed during 2025 and what work remains underway.
The City of Worcester released its 2025 Green Worcester Plan Annual Report on Aug. 20, five years after the plan was completed in 2020.
The Green Worcester Plan serves as the city’s long-term framework for sustainability and climate resilience. According to the city, the new annual report summarizes progress made during 2025 while identifying work continuing into 2026.
For residents, many of the projects covered in the report involve services and infrastructure encountered at the neighborhood level, including public waste containers, street trees, rain gardens, water quality, stormwater management and household energy assistance.
Waste Reduction Work Continues
One of the more visible changes identified in the report is the installation of 150 WooBins as part of the city’s zero-waste efforts.
Worcester also conducted its first citywide Waste Characterization Study during 2025. The city said work is continuing on a Zero Waste Master Plan, which is currently expected to be completed in late 2026.
The annual report does not provide a final cost for the Zero Waste Master Plan or specify additional changes that could result from it.
Trees, Rain Gardens and Urban Green Space
The city also reported expanding green infrastructure during 2025.
That work included planting additional street trees and beginning a three-year initiative to revitalize rain gardens. Worcester also continued maintaining two newly planted Miyawaki Forests.
Rain gardens are part of green infrastructure systems used to collect and manage stormwater. The city’s release does not identify how many rain gardens are included in the three-year revitalization effort or which neighborhoods will receive work during each phase.

Water Quality and Flood Planning
Several projects included in the report deal directly with water and stormwater management.
The city said Project Blue Worcester continued advancing during 2025 as part of efforts focused on watershed health and water quality across Worcester.
Work also continued on Phase 2 of the Stormwater and Green Infrastructure Master Plan.
As part of that process, the city is developing an Integrated Flood Model intended to help identify potential flood-mitigation strategies across Worcester.
The city’s Aug. 20 announcement does not identify which neighborhoods or locations may ultimately receive specific flood-control improvements as a result of the modeling work.
More Than 450 Households Receive Energy Assistance
The report also provides new participation figures for Worcester’s Smart Energy Advice Program.
According to the city, more than 1,000 people have engaged with the program since it launched in 2023.
During that same period, more than 450 low- and moderate-income households have received energy-efficiency assistance through the program.
The city’s announcement does not provide a neighborhood-by-neighborhood breakdown of participating households or specify the total value of energy-efficiency assistance provided.
Five Years Since the Plan Was Completed
Worcester completed the Green Worcester Plan in 2020.
City Manager Eric D. Batista described the fifth anniversary as a point for reviewing the city’s progress since the plan was created and the work still needed to carry out its long-term goals.
The Department of Sustainability and Resilience leads many of the programs included in the report.
According to the city, that work also involves the Green Worcester Advisory Committee and multiple municipal departments, including the Department of Public Works, Department of Parks, Recreation and Cemetery, Department of Transportation and Mobility, and Executive Office of Economic Development.
For Worcester residents, the annual report provides a way to track city initiatives that can affect neighborhood infrastructure, waste management, household energy use, water quality and preparations for flooding.
Several of the initiatives remain unfinished. The Zero Waste Master Plan is expected later in 2026, the rain garden revitalization effort is planned as a three-year initiative, and work on stormwater and flood planning continues.
