Worcester Launches Misconduct Reporting Hotline Following Federal Investigation

In a decisive response to last week’s explosive federal report criticizing the Worcester Police Department (WPD), city officials announced the launch of a new hotline aimed at addressing police misconduct. The report, described as “serious and sobering,” detailed numerous instances of excessive force, discrimination, and violations of constitutional rights, sparking calls for urgent action.

As of Monday, residents can report incidents of misconduct by calling 774-548-1696 or submitting an online intake form via the City of Worcester’s website. The hotline is managed by the Executive Office of Diversity, Equity, and Inclusion (EODEI), which will review submissions and ensure follow-up. For those unable to get through immediately, voicemails are encouraged, and investigators will respond promptly.

For residents who prefer to file a report in person, the EODEI office at 51 Sever St. is open to the public. The intake form is also prominently available across various city department pages, including the EODEI, City Manager’s Office, Worcester 311, and the Mayor’s Office.

A Damning Federal Report

The Department of Justice investigation, launched on November 15, 2022, uncovered a troubling pattern of behavior within the Worcester Police Department. Federal investigators found “reasonable cause to believe” that WPD and the city engaged in practices that deprive individuals of their constitutional rights.

The 41-page report highlighted specific cases of excessive use of force, including unjustified deployment of tasers, police dogs, and strikes to the head. Officers were found to escalate minor situations unnecessarily, particularly in interactions with individuals experiencing behavioral health crises.

Perhaps most alarming were findings related to undercover investigations into the commercial sex trade. Federal investigators documented instances where officers violated women’s constitutional rights by engaging in sexual acts under the threat of arrest. Credible allegations of sexual assault against officers further underscored the severity of the findings.

City Leaders Take Action

Acknowledging the gravity of the report, Worcester City Manager Eric Batista emphasized the importance of the hotline in promoting accountability. “The launch of the Executive Office of Diversity, Equity, and Inclusion’s hotline is an important step in ensuring that proper policies and procedures are in place,” Batista said. “I have full confidence in the EODEI to build on the efforts we are already making to address these issues.”

Chief Equity Officer Kevin Lovaincy reinforced the city’s commitment to transparency and collaboration. “The EODEI will strengthen partnerships between law enforcement, community organizations, and residents to foster relationships of trust and collaboration,” Lovaincy said. “All investigations will be conducted impartially, ensuring a system of checks and balances that protects the integrity of the process and upholds accountability.”

While the Department of Justice acknowledged that the city and police department have started implementing changes, the report identified additional steps necessary to fully address the systemic issues highlighted. The new hotline is a tangible move toward creating a more transparent, accountable system, giving residents a voice in shaping the city’s future.
