
Worcester—On the evening of Sept. 28, Worcester Police conducted a traffic stop on Plantation Street after identifying that the vehicle’s registered owner held a suspended license. The owner was seated in the back; someone else was driving. But it was the front passenger who drew the officers’ attention.
What Went Down
The passenger was identified as Luis Muniz, 19, of Worcester. When officers approached, his nervous behavior—sweating heavily, shallow breathing—raised red flags. A frisk revealed a firearm tucked into his waistband.

Legal Reality
Muniz was arrested and charged with:
- Carrying a Firearm Without a License (a felony under Mass. Gen. Laws c. 269 § 10)
- Carrying a Loaded Firearm Without a License (enhanced charge under § 10(n))
Importantly, in Massachusetts, you generally must be 21 or older to obtain a License to Carry (handgun). Under-21 individuals are not eligible for that status. (Note: FID permits for rifles/shotguns have separate rules.)
Co-Defendants & Vehicle Ownership
WPD confirmed none of the vehicle’s occupants held valid firearm licenses. Meanwhile, the driver faced arrest for operating with a suspended license. After the arrests, a licensed friend was allowed to take possession of the vehicle.

Why This Matters
This stop shows how vigilant, routine policing can stop a dangerous situation before it escalates. One faulty license check spirals into uncovering illegal possession—and potentially preventing future harm.
But it’s also sobering to realize this is still happening: teens or young adults carrying firearms illegally. These decisions don’t occur in a vacuum—they reflect gaps in guidance, opportunity, and intervention in our community.
Moving Forward
Every firearm removed from Worcester’s streets is a win for community safety. But arrests alone don’t solve the root causes. Mentoring, youth programming, investment in safe spaces—those are the long game.
