The attorney general’s office makes a ruling on the Doherty High project in Worcester, where no electrical bid has been issued yet.
Although concrete is being poured and steel beams are being erected at Worcester’s Doherty High School replacement project, the project is $30 million over budget and the city has yet to select a bid for the electrical work.
According to the City of Worcester, the project received two electrical sub-bids: $30,360,000 from Ostrow Electrical Co. and $30,550,000 from Wayne J. Griffin Electric, Inc.
According to a source close to the project, the cost is likely to rise more the longer the city waits to award the electrical sub-bid.
Griffin Electric protested Ostrow’s bid for naming a supplier who will not be conducting work as a sub-subcontractor for the school’s new Public Address system to Attorney General Maura Healey’s office in April.
Ostrow objected to Griffin’s offer, claiming that Griffin does not match the qualifications for a provider of the PA system. Griffin responded that it could completely perform the PA system work and that it was not required to verify its own competence as part of the protest against Ostrow.
The protest was not heard by the attorney general’s office, and the record was closed on April 14.
On April 19, the attorney general ruled in Griffin Electric’s favor and dismissed Ostrow’s proposal, making Griffin Electric the lone bidder for the work. Ostrow challenged the attorney general’s decision, but he was denied.
The city did not take a position on the points raised in Griffin’s protest and is still reviewing Griffin Electric’s bid and verifying qualifications, including the requirements for being the vendor of the PA system. Griffin has not presented the city with the requisite qualifications as of this week.
Griffin, according to the AG’s office, must demonstrate its qualifications as a seller of the PA system following the post-award submission rather than as part of the offer.
Ostrow and Griffin did not immediately respond to requests for comment.
